What is the ruling on one who does not give to a beggar who asks by Allah, and does this fall under the warning of the Hadith: "Accursed is he who does not answer"?

Scholars differ on the ruling of answering one who asks by Allah, between obligation and recommendation. Many of them hold the view of recommendation and the dislike of refusal, while others maintain the view of obligation and consider withholding as a grave sin.

Some scholars, like Ibn 'Uthaymeen, have elaborated that one who asks by Allah should be answered if there is no harm to the one being asked in answering. However, if there is harm in it, then answering is not obligatory.

One should not ask by Allah for worldly matters except for Paradise. "Cursed is he who asks by the Face of Allah Almighty and Glorious, and cursed is he who is asked by the Face of Allah Almighty and Glorious, and then withholds from his asker what he has asked, unless he asks for something he should avoid." This hadith is interpreted to apply to one who asks without need, or one who withholds due to an excuse or harm.
