What is the ruling on one who is asked by Allah and does not answer, and what is its evidence?

If one is asked by Allah, the Almighty, or by His Face, then one must give and respond, for the Prophet, peace and blessings be upon him, said: "Whoever asks you by Allah, then give him." As for the saying, "Accursed is he who asks by the Face of Allah," it refers to asking from created beings or for worldly matters. And whoever is asked by Allah must respond and give, out of reverence for Allah.
