Does not the statement of Ibn al-Jawzi: "If He does not respond, He does as He wills in His dominion, and if He delays, He acts according to His wisdom" and "It has been proven by clear evidence that Allah, the Exalted, is the Owner, and the Owner has the right to dispose by withholding and giving, so there is no ground for objecting to Him" contradict the words of Allah, the Most High: (Call upon Me; I will respond to you)?

Allah's answer to the supplications of His servants is subject to His will, glorified be He. There is evidence for this from the texts of revelation, such as His saying: {Then He removes that for which you supplicated, if He wills} and His saying: {Not for you, [O Muhammad], is the decision in anything.}

The Prophet (peace be upon him) asked his Lord for three things, and He granted him two and withheld one.

There is no contradiction between Allah answering whom He wills and His saying: {Call upon Me; I will respond to you}; because supplication includes both the supplication of asking and the supplication of worship. The answer may be the exact request or what Allah deems better for the supplicant. So, Allah answers every sincere person who fulfills the conditions of an answer.
