If the sensation of this discharge is merely a doubt, it should be disregarded. However, if you are certain of its emission, then if it is continuous and uninterrupted, your ruling is that of one afflicted with chronic incontinence (sahib al-salas). In this case, you perform ablution (wudu') for prayer after its time has begun, take protective measures, and pray.
However, if its discharge continues for only a short time after relieving oneself, you must take protective measures and wait for it to cease, then perform ablution.
