Is performing ablution (wudu') with water over which Quran has been recited sufficient in place of a full ritual bath (ghusl) if time is short?

Benefit is hoped to be attained from water over which [Quranic verses] have been recited, if a person performs ablution with it. It has been narrated concerning Imam Ahmad that he would take a vessel containing water, recite over it, and tell his son, "Drink from it and wash your face and hands with it." He would recite over the water, drink from it, and pour some of it over himself. His son, Abdullah, saw his father washing the Prophet's bowl—may Allah's prayers and peace be upon him—in a basin of water, then drinking from it. He would also drink Zamzam water, seek healing with it, and wipe his hands and face with it.
