Is it permissible for a Muslim residing in France, where it is easy for him to practice the rituals of his religion, with the exception of the Udhiyah (sacrifice) in which he deputizes his father, to remain in France while being active in guiding the youth?

The basic principle is that a Muslim should reside in Muslim lands, based on the Prophet's (peace be upon him) saying: "I am free of any Muslim who resides among polytheists." This is interpreted to apply to those who do not feel secure about their religion. It is permissible to remain in a non-Muslim country if a Muslim feels secure about their religion, self, and property, and is able to practice their rituals, and possesses knowledge to repel doubts and piety to resist desires. As for entrusting someone to slaughter the sacrificial animal in another country, that is permissible.
