What is the ruling on a husband who lets his wife shop for the house, even though she has a car and a driver's license?

It is permissible for a woman to go to the market if the following conditions are met: that there is no fear of temptation (fitna) from her, that the path is safe from expected corruption, that there is no illicit mixing with non- men, that she adheres to full , and that her husband grants permission for her to go out. Her going out may even be obligatory if she cannot find anyone else to do it for her.
