Is it permissible for an Islamic party to adopt democracy in its program, under the pretext of fiqh al-waqi' (understanding the contemporary reality)?

Democracy has two aspects: The first is affirmed by Islam, which is the right of the nation to appoint and hold its rulers and officials accountable. The second is rejected by Islam, which is granting the nation the right to absolute legislation, a right exclusively belonging to Allah the Almighty. Based on this, it is permissible for an Islamic party to adopt the first aspect of democracy in its program, but it is never permissible to adopt the second aspect.
