Is it permissible to delay the 'Asr prayer until 4:30, knowing that the Adhan is at 3:15?

The Prophet, peace and blessings be upon him, clarified the prayer times, their beginning and end, with signs that anyone can recognize.

Muslim narrated from Abdullah ibn Amr, may Allah be pleased with them both, that the Prophet, peace and blessings be upon him, said: "The time for Dhuhr is as long as the time for Asr has not come. And the time for Asr is as long as the sun has not turned yellow..." (Hadith).

So the Prophet, peace and blessings be upon him, made the end of the optional time for Asr prayer when the sun turns yellow. And when the sun turns yellow, the optional time has ended, and it is not permissible to delay Asr except out of necessity. The time of necessity ends with the sunset.

The determination of hours differs from one country to another and from one season to another, and what is obligatory is to rely on the legal signs.
