The high cost of the certificate fees and the high success rate do not permit purchasing it without taking the exam, because this act is considered forgery, which is forbidden in Islamic law. Allah Almighty said: "So avoid the word of falsehood." And bearing false witness is one of the major sins. Forgery includes cheating in documents and imitating signatures with the intent to deceive, and the aforementioned excuses do not permit that.
