It is not permissible to buy certificates, as it involves cheating, lying, and consuming wealth unlawfully. If the bonus is contingent on obtaining a certificate, it is not permissible for its owner to receive it with a forged certificate, because its condition has not been met. The Messenger of Allah, peace and blessings be upon him, said: "Muslims are bound by their conditions."
