What is the ruling on a Mufti who stole and plundered the wealth of Muslims, supported the oppressor in his oppression, and did not speak the truth? And what is the ruling on praying behind him? Is it permissible to remove him from his position? And is it permissible to rebel against him?

The Mufti who corrupts people's religious beliefs through his ignorance and whims should not be kept in the position of issuing fatwas. Some jurists have explicitly stated that a dissolute Mufti should be placed under interdiction and prevented from issuing fatwas because he corrupts the religious beliefs of Muslims. The matter may even reach the point of imprisonment or disciplinary action by the ruler.

It is incumbent upon the ruler to prevent unqualified individuals from issuing fatwas, and whoever approves them is sinful. As for praying behind such individuals, the prayer is valid, though it is disliked.
