How sound is the statement that Hajj forgives all sins, even debts and usurped money, based on the Hadith: "Hajj demolishes what came before it"?

The majority of scholars hold that a righteous Hajj expiates minor sins, but not major ones, as major sins require a specific repentance. As for migration (Hijra) and Hajj, they do not expiate injustices (mazalim), nor do they definitively guarantee the forgiveness of major sins related to the rights of Allah except through repentance. However, the rights of people are not waived by consensus. The expiation offered by Hajj does not mean the cancellation of debts or the waiving of missed prayers, fasting, or zakat; rather, it expiates only the sin of delaying the restitution of injustices.
