The answer

A man is not obligated to pay al-Fitr on behalf of his wife, even if the marriage contract has been concluded, as long as consummation has not occurred. However, if he is called upon to consummate the marriage and he refuses, then he becomes obligated to provide for her maintenance (nafaqa) and her Zakat al-Fitr. It is permissible for him to pay it on her behalf voluntarily, with her permission.
