Is Zakat al-Fitr obligatory for a wife who has had her marriage contract solemnized but her husband has not yet consummated the marriage with her?

Scholars have differed on the obligation of Zakat al-Fitr for dependents, holding two views: The first view asserts the obligation, citing a weak hadith as evidence, and this was chosen by the Permanent Committee for Issuing Fatwas and by Ibn Baz. The second view holds that it is not obligatory, citing the agreed-upon hadith of Ibn Umar as evidence, and this was chosen by Ibn Uthaymeen.

As for the wife, the husband is not obliged to pay her Zakat al-Fitr unless her maintenance is obligatory upon him. This obligation arises after the wife has been handed over to her husband. If she is still in her father's house, he is not obligated to provide her maintenance, nor to pay Zakat al-Fitr on her behalf.
