The answer

Regarding the charity of giving the weight of a boy's hair in silver, this is mentioned in a narrated by al-Tirmidhi from Muhammad ibn Ali al-Baqir, from his grandfather Ali (may Allah be pleased with him), where the Prophet (peace be upon him) commanded Fatimah to shave 's head and give the weight of his hair in silver as charity. It is also mentioned in a hadith by Abu Rafi' that this charity should be given to the needy or the Awfad (people of the Suffah). However, there is weakness in the isnād (chain of narration) of this hadith.
