Shaving the male newborn's hair on the seventh day is a Sunnah, based on the Prophet's (peace be upon him) saying: "Every boy is mortgaged by his aqiqah; slaughtering should be done for him on the seventh day, he should be named, and his head should be shaved." And it is to give in charity the weight of his hair in silver. If the shaving is omitted due to an excuse or otherwise, there is no sin upon him, but it is recommended that he estimate the amount of his hair and give its weight in silver as charity.
