Is it permissible to make up missed prayers during the times when prayer is forbidden if it is possible to make them up during times when it is not forbidden?

Prayer must be made up even during times when prayer is ordinarily forbidden, according to the soundest opinions of the jurists, which is the view of the majority. Making up missed prayers is an immediate obligation (wajib 'ala al-fawr); it is not permissible to delay it if one is able. However, it should be done according to one's capacity, in a way that does not harm the body or livelihood. The Shafi'is differentiated between prayers missed due to an excuse, which are recommended to be made up immediately, and those missed without an excuse, which must be made up immediately.
