What is the meaning of theorization (التنظير) and application (التطبيق), and what are their proofs?

"Theorizing" (Al-Tanẓīr) is the act of formulating ideas, theories, or plans and preparing them for implementation, i.e., planning. As for "application" (Al-Taṭbīq), it is the execution of a theoretical action to make it a tangible reality. The correct order is for theorizing to precede application, for knowledge precedes action. As Imam Al-Bukhari said, "Chapter: Knowledge before speech and action," citing Allah's saying: ﴿So know that there is no deity except Allah﴾.
