Who is more deserving of the money I save: my parents, or my young siblings, or needy neighbors, or the poor in general, or my indebted husband, or should I save it for a time of need? And what is the order that pleases Allah, عز وجل?

Those who are nearest have the first right to kindness, based on the hadith: «Your mother, then your mother, then your mother, then your father, then the nearest, then the next nearest.» So, the parents come first, then those who follow them. However, someone distant may be given precedence if their need is greater. What you mentioned about the exorbitant spending on tailoring one dress is a blameworthy type of extravagance, due to His — Exalted be He — saying: {And do not be extravagant. Indeed, He does not like those who are extravagant.}
