Is it permissible to charge a phone using the electricity of the Grand Mosque in Makkah?

The safest for a Muslim is not to charge his phone in the Sacred Precinct (Haram), and he should charge it at home before going there. However, if a Muslim needs to do so, it is hoped that there will be no blame upon him if the authorities do not prevent it, and he should limit it to the extent of his need only.
