Is it permissible for a woman to have her clothes tailored by a man who exhibits feminine characteristics (in his appearance and speech) due to his low prices?

It is not permissible for a man to tailor women's clothes if it leads to a forbidden religious act, such as khalwa (unlawful seclusion), or speaking in a soft and alluring manner, or touching the body, or revealing awrah (private parts), or suspicious mixing, or fitna (temptation). If it is free from these prohibitions, then it is permissible, though it is preferable for a woman to do it. The questioner's description of the man as resembling women does not change the ruling. The Prophet, peace and blessings be upon him, cursed effeminate men (mukhannathun) and ordered them to be expelled from homes.
