Is it permissible to distribute the blood of the obligatory 'Umrah (i.e., the sacrifice) to the poor who are not from the poor of the Haram, or to donate its value in charity?

Whoever passes the Miqat intending Hajj or Umrah without entering into ihram from it, whether out of ignorance, forgetfulness, or intentionally, is obligated to return to it to assume ihram. If he does not return, he is obligated to offer a dam (sacrificial animal) which he slaughters in the Haram and distributes its meat among its poor. It is not permissible to slaughter it outside the Haram. The meat, skin, and all other parts must be given to the needy of the Haram. For one who cannot find a sheep, it is not permissible to give its value in charity; rather, he must fast ten days in his own country. It is not permissible to feed the poor as a substitute for neglecting this obligation.
