The preponderant opinion is that the first one to build the Kaaba was Abraham, peace be upon him. It was also said that it was Adam, peace be upon him, or the angels. Ishmael, peace be upon him, was born in Al-Sham, and Abraham migrated with him and his mother Hajar to Mecca when he was young, and he grew up there.
