Shaving the newborn's hair is mustahabb (recommended) and not wajib (obligatory). The Hanbalis are of the view that it is specific to the male and not the female. Shaving is not considered a vow merely by intending it. The oath you swore can be expiated, and doing good is more befitting than adhering to the oath.
