What is the ruling on a human doctor working in a pharmacy?

If a doctor is not qualified to practice pharmacy, then his work in it is unlawful, and he is liable for what results from his error, due to the Prophet, peace and blessings be upon him, saying: "Whoever practices medicine without having been known to practice it before is liable." However, if he is qualified, the original ruling is the obligation to adhere to laws that prevent doctors from working in pharmacy, if there is a clear public interest in such laws. But if there is no public interest, then adherence to them is only required outwardly.
