Is "Adiyat Yasin" valid and capable of restoring stolen money or harming the thief, and what is its method?

Nothing called "Adiyat Yasin" has ever been heard of. The narration regarding reciting Surat "Yasin" in the early part of the day to fulfill needs, which Al-Darimi attributed to Ata' bin Abi Rabah, is a weak mursal hadith, and therefore not suitable for use as evidence.
