Is it permissible for someone who lives in a very cold town and fears illness to pray Fajr at home?

Congregational prayer in the mosque is obligatory for able-bodied men, but it is permissible to miss it for an excuse. Severe cold, from which one fears falling ill, is a valid excuse for missing the congregation, especially if it cannot be warded off with clothing, heaters, or a car. The Sunnah (definition) has indicated this, and jurists have unanimously agreed that cold is an excuse, as is severe heat or strong winds at night.
