It has been previously explained what a common person should do if fatwas differ for him. Regarding acting upon the fatwas of the questioner's country or another country, knowledge of the reality affects the answer. Ibn al-Qayyim mentioned that a mufti needs to understand the reality and deduce its knowledge, and understand the religious obligation in this reality. If the issue is one that is affected by reality, then it is more appropriate to refer to the scholars of the questioner's country, as they are more knowledgeable of its reality. However, if its ruling is not connected to reality, then there is no harm in seeking a fatwa from scholars of other countries.
