Is he who dies of envy like one whose appointed time has come, or is his case otherwise, and will Allah compensate him?

Whoever dies due to the evil eye and envy is wronged, and Allah has promised him compensation and retribution from those who wronged him. The bankrupt person on the Day of Resurrection is one who comes with many good deeds, but he has transgressed against others. So, his good deeds will be taken to compensate those whom he wronged. If his good deeds are exhausted, then their sins will be cast upon him, and then he will be cast into the Fire.
