What is the ruling on paying a sum of money to a supplier so that he issues an invoice in his name, knowing that this action enables the beneficiary to purchase his supplies from several different suppliers, while the government funding system obliges him to submit a single invoice in the name of one supplier?

The conditions of the funding entity must be fulfilled. If a single resource for all project requirements is not available, the funding entity must be consulted for permission. It is impermissible to deceive them by forging an unreal invoice, especially if they prohibit it, because Allah Almighty says: "O you who have believed, fulfill [all] contracts," and because the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."
