Is it permissible to recite adhkar - such as seeking forgiveness and others - without moving the lips?

If the intention is to recite the adhkar (remembrances) with the tongue only, without any physical movements of the limbs, then this is permissible, and reward will be accrued for it. It is better to count the adhkar on the fingers, because they will bear witness for a person regarding what they have done with them.
