Does the Zakat obligation fall away from the zakat-payer if he sells or exchanges what is subject to zakat before the completion of the hawl (one lunar year), with the intention of circumventing the Sharia and avoiding the payment of Zakat?

Circumventing Islamic law is forbidden and reprehensible. Many texts indicate this, among which is what Ibn al-Qayyim mentioned: that stratagems indicate their prohibition and the cursing of anyone who deems Allah's prohibitions permissible and abrogates His obligations through them. Also, there is the consensus of scholars on the prohibition of circumventing zakat after its due date (hawl), or before it if the intention is to evade it. Furthermore, there is what Malik and Ibn Qudamah mentioned: that zakat is not waived by circumvention. And what Ibn Baz said regarding the prohibition of collecting zakatable wealth or dispersing it to escape zakat.
