Is the composition of a song that includes "So ask Me, I will give you what you desire" and "If you are sick, My servant, then I am the Healer and I am Allah" considered attributing speech to Allah, and what are the regulations for attributing speech to Him, and is expiation required for that?

It is best for one who wishes to advise and guide people to disseminate the texts of the two revelations (the Qur'an and Sunnah), for their influence on hearts is stronger and their style is more eloquent and guiding. Allah Almighty says: "Say, 'I only warn you by revelation,'" (21:45) and "And this Qur'an has been revealed to me that I may warn you thereby and whoever it reaches," (6:19) and "So remind by the Qur'an whoever fears My threat," (50:45) and "And strive against them with the Qur'an a great striving," (25:52) and "Allah has sent down the best statement: a consistent Book wherein is reiteration. The skins of those who fear their Lord shiver therefrom; then their skins and their hearts relax at the remembrance of Allah. That is the guidance of Allah by which He guides whom He wills. And whoever Allah leaves astray - there will be for him no guide." (39:23)

As for the aforementioned anasheed (Islamic chant), its author intends its meanings and not to attribute its words entirely to Allah. Perhaps he is reminding of the hadith narrated by Abu Hurairah (may Allah be pleased with him) that the Messenger of Allah (peace be upon him) said: "Our Lord descends every night to the lowest heaven when the last third of the night remains, and says: 'Who is supplicating Me that I may respond to him? Who is asking Me that I may give him? Who is seeking My forgiveness that I may forgive him?'" Narrated by Al-Bukhari and Muslim.

In a narration by Muslim: "When half or two-thirds of the night passes, Allah, the Blessed and Exalted, descends to the lowest heaven and says: 'Is there any petitioner who will be given? Is there any supplicator who will be answered? Is there any seeker of forgiveness who will be forgiven?' until dawn breaks."

Based on this, there is no sin or expiation in disseminating it. However, it is preferable to disseminate the texts of the two revelations because their benefit is stronger.
