Is a dam [expiatory sacrifice] required of a child who entered into ihram for Hajj then removed his clothes due to fever? And is a dam required of a woman who began menstruating after throwing the pebbles at Jamrat al-Aqaba, so she took medication to stop the bleeding and performed tawaf, then her period resumed during or after the Farewell Tawaf?

Summary of the Fatwa:

The intention for Hajj is in the heart, and it is recommended to vocalize it. Dressing a child in the clothes of Ihram indicates the intention of Hajj for him. A child is not obligated to pay a fidyah (expiation) if he commits forbidden acts during Ihram, nor is he obligated to complete what he has entered into Ihram for, according to the more correct opinion. The appearance of blood at its suspected time does not affect the validity of the Tawaf, and doubt about menstruation has no effect, just as doubt about ritual impurity during prayer does not affect it.
