What is the ruling on leaving papers bearing the names of political parties with Islamic references, such as "Al-Wasat" and "Al-Hurriya wal-Adalah," strewn on the ground? And is that considered an act of disbelief (kufr)?

Papers containing matters revered by the Sacred Law, such as the Qur’an, Hadith, and the names of Allah and the Prophets, must be preserved from desecration, for their veneration is part of venerating the sanctity of Allah. As for other papers, it is disliked to desecrate them but not forbidden. Not elevating them is not considered disbelief. It is advised to avoid obsessive doubts regarding matters of excommunication.
