What is the evidence that the Hadith, "May Allah curse the one who consumes Riba, the one who feeds it, its two scribes, and its two witnesses," is general and includes all scribes and witnesses, even those who did not assist in Riba, contrary to what some commentators, such as Ibn Hajar, have stated?
Auditing the accounts of clients who engage in usury is a prohibited act, as it involves acknowledging usury, documenting it, and remaining silent about it. This is considered assisting in sin.
It is narrated from Jabir (may Allah be pleased with him) that the Messenger of Allah (peace be upon him) said: "(Allah has cursed the one who consumes usury, the one who feeds it to others, its scribe, and its two witnesses)," and he said: "(They are all equal in sin)."
Two cases are exempt from this: 1. When one witnesses an event or records it to document it and bear witness against its perpetrators, just as one might witness a crime and wish to document it to establish justice. Such a person has no relation to the parties of the crime and is not considered an assistant in sin. 2. When an individual or a company deals with a usurious entity in permissible transactions that do not involve usury, such as undertaking a permissible project for a company that deals in usury, or handling sales and purchase transactions that do not involve usurious dealings.
