The phrase "al-Mala' al-A'la" (the Exalted Assembly) is mentioned in the Qur'an and Sunnah.

In the Qur'an, Allah Almighty says: (I had no knowledge of the Exalted Assembly [al-Mala' al-A'la] when they disputed), and Ibn Jarir al-Tabari and others interpreted it as the angels when they disputed concerning the creation of Adam.

In the Sunnah, it is narrated from Ibn Abbas, may Allah be pleased with them both, that the Prophet, peace and blessings be upon him, said regarding Allah's words to him in a dream: "O Muhammad, do you know about what the Exalted Assembly [al-Mala' al-A'la] disputes?" He replied: "Concerning expiations [for sins]," which are staying in the mosques after prayers, walking on foot to congregational prayers, and performing ablution thoroughly in disliked circumstances. Al-Mubarakpuri explained the dispute as the angels vying to affirm these deeds or discussing their virtues.
