Does raising one's voice in reciting the Quran on a bus where musical ringtones of passengers' phones occasionally blare fall under the prohibition of raising one's voice with the Quran?

If you are reciting the Quran in a natural setting and some people's phones ring, that does not harm you, because preventing it is not within your capacity, and Allah does not burden a soul beyond its scope. However, if you are able to advise the phone owners to change their ringtones to non-musical ones and to lower the volume when their device rings in a place where the Quran is being recited, then this is religiously مطلوب (desirable/required).
