Is the fifth sister, who is not mentioned on the subsidized bread ration card, entitled to her share of it, with her demanding it as an "inheritance"?

The card issued by the state to the poor is subject to the regulations and conditions of the issuing authority. If it is invalidated upon the death of its holder, no one is permitted to use it. If it is transferable to the deceased's minor children, then it belongs to them. The beneficiaries must be identified according to the conditions of the issuing authority, and those who have the right to claim it should do so with gentleness and leniency, as the Prophet (peace be upon him) said: "May Allah have mercy upon a man who is lenient when he sells, when he buys, and when he demands his rights."
