What is the ruling of Islamic law regarding some muftis and people racing to answer all questions without exception?

The Salaf disliked haste in giving fatwas, and each of them wished that someone else would suffice him. But if it became incumbent upon him, he would exert his utmost effort. Abd al-Rahman ibn Abi Layla met 120 of the Companions of the Messenger of Allah, peace be upon him. Not one of them was a narrator of Hadith or a giver of fatwas but wished that his brother had sufficed him. Muhammad ibn Iyas asked Ibn al-Zubayr and Asim ibn Umar about a man who divorced his wife three times. They sent him to Ibn Abbas and Abu Hurayrah. Abu Hurayrah gave the fatwa: "One [divorce] makes her revocable, and three makes her unlawful until she marries another husband." Ibn Abbas and Malik narrated from Ibn Mas'ud that whoever gives people fatwas on everything they ask him about is insane. The most daring people in giving fatwas are those with the least knowledge. Daring in giving fatwas can stem from a lack of knowledge or from abundant knowledge. For the knowledgeable person may give a fatwa on everything he is asked about due to his knowledge, and the unknowledgeable person may give a fatwa without knowledge. Hudhayfah said: "Indeed, only one of three people gives fatwas to the people: one who knows what has been abrogated from the Qur'an, or a ruler who has no choice, or a presumptuous fool."
