Is it permissible to use the proceeds of usurious money to introduce electricity into a residential unit at a school from which the residents benefit?
It is not permissible to deposit money in an interest-bearing bank unless there is an urgent need, such as fear of theft or loss, and the unavailability of an Islamic bank. In such a case, it should be placed in a current account without interest. If interest accrues on the deposit, it must be disposed of by spending it on general Muslim welfare. The account holder is not permitted to benefit from it for their personal gain unless they are poor, in which case they may take from it according to their need. There is no objection to using this interest to provide electricity for the housing of Ministry of Education employees, as it falls under the category of general Muslim welfare. The fact that the account holder benefits from this service, being one of them, does not affect this ruling, as what is prohibited is spending it for their private benefit.
