The chaining of devils in Ramadan means that their power and ability to whisper evil suggestions are weakened, not completely eliminated. They are unable to do what they used to do outside of Ramadan, and the severity of their chaining depends on the completeness or deficiency of one's fasting. Furthermore, a sick person's whispers may not be solely due to Satan; they could also result from organic causes that necessitate consulting doctors.
