What is the meaning of the Almighty's saying: (It is He who has sent down to you the Book. In it are verses [that are] precise - they are the foundation of the Book - and others unspecific) and what should one do if something becomes unclear to him due to the ambiguity of the Qur’an?

Allah Almighty informs us that the Quran contains "Muhkamat" (clear and unequivocal) verses, which are plain and evident, leaving no ambiguity. These form the essence of the Book. It also contains "Mutashabihat" (ambiguous) verses, whose meaning may be unclear to some people but not to others, and whose true meaning may be known only to Allah. The people of truth refer the ambiguous to the clear, whereas the people of deviation follow the ambiguous seeking discord and distortion. The Muhkam is that which is clear and whose meaning is not hidden, while the Mutashabih is that whose meaning is hidden from most people, but is known to those firmly grounded in knowledge. The wisdom behind this is trial and testing; for the deviant follow the ambiguous, while those firmly grounded in knowledge believe in all of it, knowing that there is no contradiction therein. Relative Mutashabih is that which is hidden from some people but known to those firmly grounded in knowledge, whereas the Mutashabih whose meaning is known only to Allah includes the reality of the nature of Allah's attributes and the true nature of the delights of the people of Paradise. And whoever finds an ambiguous matter perplexing should refer it to the clear, or ask the people of knowledge, and believe that "all is from our Lord."
