For Hajj, it is stipulated that the funds must be from a lawful source, free from any suspicion, so that it may be accepted and forgiven for its owner, based on the Prophet's saying: "Indeed, Allah is good and accepts only what is good." The ruling on using a credit card to pay for Hajj expenses depends on its freedom from Sharia prohibitions. If it is free from usury (riba) or late payment penalties (which are prohibited riba), then its use is permissible. Otherwise, its use is absolutely impermissible. The resolution of the Islamic Fiqh Academy, No. 13, explicitly states that it is not permissible to issue or use an uncovered credit card if it stipulates an usurious increase, even if the cardholder intends to pay within the grace period.
