How is a car tire purified after running over street sewage water, and does the ground become impure if the water used to wash the tire falls upon it?

Purifying car tires, if they become defiled, is done by pouring water over them until it is highly probable that the impurity has been removed. This is sufficient for purifying the ground that became impure due to the water flowing onto it after washing the tires. The correct view in the [Hanbali] Madhhab is that impurity on the ground is purified by overwhelming it with water (mukathara). All of this applies if contamination with impure water is confirmed; however, doubt does not necessitate washing.
