Does walking on dry ground or asphalt, or riding in a car, purify a garment (abaya) from impurities it came into contact with on the road, by analogy with the Prophet's saying, "What comes after it purifies it"?

The majority of scholars hold that impurity on a garment or shoe is only removed by water, whereas the Hanafis, Shaykh al-Islam Ibn Taymiyyah, and a group of verifiers maintain that any agent that removes the impurity is sufficient for purification, and this is the correct view. They cite the hadith of Umm Salamah (may Allah be pleased with her): "(What comes after it purifies it)," and the hadith of Abu Sa’id al-Khudri (may Allah be pleased with him): "(When one of you comes to the mosque, he should look, and if he sees any filth or harm on his shoes, he should wipe it off and pray in them)." Shaykh al-Islam Ibn Taymiyyah explained that the Lawgiver commanded the use of water in certain cases, but permitted removal with other than water in other instances, such as purifying oneself with stones (istijmar), rubbing shoes with earth, the trailing of a garment purifying itself, the purification of wine that transforms on its own, and the purification of a cat's mouth by its saliva. Thus, the preponderant view is that whenever impurity is removed by any means, its ruling is lifted, because a ruling ceases when its cause ceases.
