Is it permissible for a development organization to borrow from donation funds allocated for delayed projects, while pledging to return them and not hinder the projects?

These funds are a trust (amanah) and not your property. Their owners have appointed you as their representative to dispose of them in the charitable ways they specified. Therefore, it is not permissible for you to borrow from or lend from them except with their permission.
