Did the land pass out of my possession, and can I retract my statement: "It's fine for me to donate the land and make it a mosque"?

If a person says: "I have dedicated it as a waqf," or "I have endowed it," or "I have made it a sabil (charitable endowment)," the land becomes a waqf by mere utterance. The same applies if they use an implicit phrase with the intention of waqf, or a phrase indicating the ruling of waqf, such as "I have made it sacred," or "I have made it everlasting," or "I have given it as a charity that is neither sold, gifted, nor inherited." A waqf can also be established by action, such as building a mosque or designating land as a graveyard.

However, saying: "By God, it's normal for me to donate it and make it a mosque" does not make the land a waqf, because it is merely a thought and not a definitive establishment.
