The answer

Reducing employees' salaries has two scenarios: The first is permissible if the employee does not deserve a promotion, or when renewing the contract with a lower wage. The second is forbidden if the contract is ongoing and the salary is reduced or a deserved promotion is withheld. This is considered a breach of contract and consuming wealth unjustly, based on the Prophet, peace and blessings be upon him, who said: "There are three whose opponent I will be on the Day of Resurrection: a man who gave by Me and then betrayed, a man who sold a free man and consumed his price, and a man who hired a laborer and fully benefited from him but did not give him his wages." And his saying: "Give the laborer his wages before his sweat dries." It is not permissible to participate in the forbidden reduction unless the proposal will alleviate injustice from the employees. However, proposing to unjustly reduce the salaries of some to protect others is not permissible.
